The only thing regulation can do is make the version that does exist slightly less likely to take your money at the speed of light. Whether that is enough is a question for the next review, and the one after that, and the one after that — each of which will arrive with a consultation document, a twelve-week response window, and a set of implementation deadlines that no operator meets on time.
